How about the manufacturer of the tanks that leaked or maybe the prev. owner of the property when those tanks may have been installed?

Not to argue among ourselves, Norm, but
this is BS. 

For IN FACT, it's a no fault deal all around. The tank producer did not intend to make leaking tanks and the homeowner brought and installed them in good faith with no intent to pollute anything.

And there is just no way a single taxpayer should be held responsible/
accountable unless he did something
INTENTIONALLY wrong.

And why does a commerical establishment get the benefit of the State Superfund and a private citizen, who normally can least afford such humungous expense, does not.

This is BS....government throwing it's weight around...because it can.
