You can get a cleaner look by using a #10 Carriage bolt.  I get 10-24's at my
local hardware.

The holes were filled (at the factory) for US export with a 10/32 screw
and nut.
in the UK, a plinth was attached there for the license place. Here we
had bumpers for the front tag.
