[Spridgets] Seats

I've run Spridgets without the seat rails, just clamped the seat to the floor.
I also have a jig around here somewhere to adapt steering wheels to
70s center hubs, as shown in this pic:

The smaller diameter wheel makes a marked difference in leg room.
