[Spridgets] Sway Bar Question

I just bought a used sway bar assembly for the Bugeye.  The tapped holes on
the underside of the ends of the frame extensions are there for the rubber
mount straps but there are no holes in the front face of the wishbone/spring
pans for mounting the link brackets.  Evidently there were two types of
wishbones - those with holes for the sway bar option and those without if the
option was not part of the build plan.  Is it SOP to drill the holes into the
leading face of the wishbone/spring pans to fit the sway bar link brackets? 
Any particular location or just drill them when the links are
positioned vertically?
