Hello,

     Reading the text of the bill in a cursory and not thorough
     manner, I think it was written by corporate interests. There is
     the seperate secttion on FLEET SALES. Gosh, Rent-A-Car places
     will be able to get rebates on their used cars! Hundreds of
     thousands of dollars to the coporate interests who are writing
     the bill......

     or am i complete cynic?
