May be true in Chicago, but don't trust this line of reason elsewhere.
Oklahoma has recently declared itself a zero tolerance state. In March I
drove into Oklahoma City from the west on I-40 doing the legal 70. As I
approached town the limit goes to 65 and then 60 within about 1/4 of a mile.
I started slowing down at the 65 sign and was nailed not 100 yards from the
60 sign for doing 66. One mile over!!  It cost $160 too!
