[Spridgets] Master Cyl Cap ?

ALL brake and clutch master cylinders must vent. Period. Some 
manufacturers will have a diaphragm inside the reservoir to prevent 
sloshing out of the vent hole, but is not sealed.   Think of your 
thumb over a soda straw.
