[Spridgets] Tire Size

My 72 Midget has this size tire currently.  The problem is on the rear tires. 
There is a small groove on the tires due to rubbing from the rear springs.  We
are currently working on a fix.  We are looking at a thin spacer to see if
that will fix the problem.  It rides great but since my daughter drives it I
am worried about a potential blowout.
 
If we can't work out a fix I will change tires to 175R13.

I have a 79 midget and would like to know , Can I use Tire size 185/70R 13
with out hitting under the car. Spedo not a problem to recalibrate
