I am all in favor of seizing cars that scofflaws drive on the highway
without insurance. If for no other reason than their contempt for others,
they need a stiff sentence, including time in custody!  Perhaps my view is
colored by the fact that there have been four accidents in our family that
were caused by uninsured drivers who did not possess a driver's license.
Nothing happened to them, and they soon vamoosed across the border back to
Mexico.

The California Highway Patrol has estimated that fully one-half of those
vehicles on the road today are driven by people who have neither insurance
or a driver's license!  Government must first do something about these
fools.

What I fear is an over-reaching Government that seeks to punish those people
whose cars are on private property while undergoing restoration!

I must admit to liking the idea of a basic injury insurance cover on the 
cost of fuel which can be privately topped up with collision damage 
insurance.  One UK Gov. estimate released this week suggested that 20% of UK

road going vehicles were not insured.  The payouts for those now accounts 
for an additional 25% of insurance cost.  You may well find what you are 
paying now is dearer than what it would be than using the fuel for insurance

system.
