In the world where just about anything can happen and sometimes does.
For example, you are walking along and you see a ticket on the ground.
You pick it up and it turns out to be the winner.
Or someone gives it to you for your birthday, and it turns out to be the
winner.
This is of course defining "Playing" as buying a ticket for yourself.
If you have a broader view of what it is to play then YMMV.

So you may be very very close to 0 in 0 but not exactly there's always
uncertainty to account for.
