Also, Japan is not a good country to compare.  The situation there is
almost certainly worse than the Japanese government will admit.
The facade they show the rest of the world is not how things really are there.
For example, when dignitaries visit they arrest and jail homeless
people so they won't be seen.
They are reluctant to, if not defiant against, receiving help from
other countries.
WWII made them very sensitive to nuclear issues, as can be expected.
