Yes, but the two seat bases should not be the same. The stationary base has
four 
brackets to elevate the seat base off the floor, but if you only have
two 
adjustable bases then it doesn't make much difference whether you just
bolt it 
to the floor or mount it with the adjustable rails.

frame bolted to rail right?
