My '69 Fairlane has just such a license plate holder. '68 is the same.

  Some older American made cars had license plate holders that had to be
pulled
  down to access the filler next. Go to a wrecking yard and find one and rig
it
  up in the front (Manual or solenoid operated)
  It worked for me in Fresno.
