First of all, the panel voltage regulator should not be putting out a
steady 10V.  Its output should be switching between zero and battery
voltage several times a second, averaging out to 10V over time.
Measured with an analog meter, the pointer will be jumping all over the
place.  Depending on the type of digital meter, it might get it right or
be totally confused.

There are lots of little things you can do to control the airflow around
the front of the car when stopped, horn opening blockoffs being one of
the simplest.
