[Tigers] brake flare tool

I don't know if that was the discussion about one for stainless that me and
Owain were having but we ended up getting the one from Mastercool. It is a
hydraulic model and has a bunch of different flare options. I don't know if
anyone else got the one from HF or Eastwood.
