[Tigers] Correct color for block

	The year does not matter; the engine number matters.  Ford built the
engines and Ford controlled the color of the blocks.

	All 260 and 289 engines were painted black through the 1965 model
year; in Aug 1965, the 1966 model year, Ford changed the color of the
engines to blue.  The B19KC engine group crosses both model years.  The
spring build was in the 1965 model year and painted black.  The fall build
was in the 1966 model year and painted blue.
