Yes, and per the noted comments, the hounds are standing like the Rootes badge, the lion is standing on two legs.  This posture is consistent in all pictures of the coat or arms.  See here: http://www.artoftheprint.com/artistpages/cecill_thomas_johntalbotearl.htm

I did a Google search for “Earl of Shrewsbury Coat of Arms” and the first image that shows up has what seems to show two dogs on either side of the shield (or whatever it is…) with a Lion on it.  There is also the Shrewsbury name under the image.
