[Tigers] radiators and heads etc

You can’t anywhere near 331 with boring alone. A .060 over block would be around 310 cu in. 60 over is ok but may be pushing it by some measures and could make it run hotter than a stock engine. But I wouldn’t worry about that too much if you have been driving it and the only issue is slow speed on hot days. The cooling system probably needs some TLC. De-scale the water jacket and flush the block out thoroughly. Where I live, refurbishing a stock radiator costs about as much as a direct replacement aluminum. There is a ton of stuff written about radiators on the forums. Blocking off the horn holes in the front bulkhead helps in stop and go traffic too. Aluminum heads do dissipate heat more quickly. And last but not least, you could install a pusher fan in front of the radiator. jmo
