Not soldering? That's news to me.

Muriatic acid will clean concrete. I recently applied U-CoatIt epoxy to
the floor in my new garage and the first and most essential step is a
thorough cleaning, even new concrete. Their recommended strength for the
acid was roughly 8 parts water to 1 part acid. Even at that strength,
it's nasty stuff..you wouldn't want to get it on you and you need to
work in a ventilated area.
