If it does, then something has been damaged.  The tang and slot are supposed
to be offset, such that they fit only one way around.

The right way to fix the problem on a TR2-4 motor is to remove the
distributor pedestal, lift out the gear, and re-engage it turned 180
degrees.  Still not particularly difficult, but it does take some care to be
certain the gear is turned exactly 180 degrees (especially since it will
turn as you remove and install it).
