There are two spacers for the shaft, one on either side of the sheet metal. 
 Since the shaft is not at a right angle to the sheet metal (it is at a 
right angle to the windscreen) the spacers are cut at a bevel to set it 
properly.  If you are missing the spacers that go underneath you will not get them 
to tighten up.
