While you're at it, just for luck, swap the #1 and #2 plugs with the #3 and #4.  Sometimes new plugs are no good, and sometimes even brand new plugs can get glazed.

If still no joy, check the resistance of the plug leads.  An old "known good" set of wires & cap would be a good thing to try, if you have them.  Again, new components aren't always good components.
