If someone tried to send an email with an attachment to the VTOW list, the
attachment probably got 'stripped' by our webmaster.
You can't have attachments on the emails to the list.  You can list a link, or
send someone to a link, but you can not include
an attachment.  I suspect the emails you are talking about may have had
attachments that got stripped.
