Are you certain the choke is fully released. That of course will cause a rich condition.
I'd be looking there for an issue.

Subject: [WPTA] 1979 Spitfire Carb Adjustment
Hello All,
My 1979 Spitfire is running very rich (to the point of black smoke coming out of exhaust). I attempted to adjust the carburetor needle valve by starting with the needle valve all the way out and turning using the Allen key adjustment tool to turn 1/4 turn at a time. This had no effect. Using a screwdriver to lift the carb piston still resulted in the engine rpm increasing. I started over in the full rich position and turned the Allen key 3 turns to the lean position. This had no effect. Any suggestions?
Much appreciated,
Chuck Kuhn
