Not true.
if the end of the pipe is above fuel level, no gas will come out. No
more would you expect your coffee to jump out of the cup.
If the end of the pipe is below fuel level, then you must establish a
siphon for gas to come out.
Hook the pump to the tank and make a line to put the pump output in a
jar. Turn it on and see if it delivers fuel. And see if there are
bubbles in it, which would indicate an air leak above fuel level,
possibly indicating a bad pickup tube.(Usually it is sufficient to put
the line feeding the carbs in a jar for this)
