Which solenoid terminal is this wire connected to? Do you have a white/red
wire extending vertically from a terminal at the 'top' of the solenoid, which
goes (or should go) to the ignition switch?

Maybe the previous owner was trying to hotwire the car around a defective
ignition switch, using the button on the solenoid to start the car..
