Synthetic oil and polished port head

Is a semisynthetic blend of oil 10-40 Valvoline ok for my 62' Alpine?

Also, since I have my head of to have the water jackets welded would itt be a
good Idea to deburr and polishe the intake and exaust ports?

Also can anyone recommend a machine shop in the LA CA area to do the welding
and machining on my head?
