Welcome to the World of Lucas generators. They don't put out enough at
low R's to make an out of adjustment horn honk. My old 65 did this all
of the time. It to a generator rebuild, new voltage regulator, to get
it close, then a some fine tweaking adjustment to the horn to get to
work at idle.
