It makes the engine run hotter, which burns more hydrocarbons. I've used this
trick to get a few questionable older vehicles through emissions testing. I
got HC and CO numbers on a 78 Olds V8 that made it look like a steam engine.
Of course, performance suffers and the extra heat doesn't do the engine any
good.
