I suspect that the item in question is a nave plate remover or in
Amerispeak it is a hubcap remover.

Soak the rusty tools in diesel fuel, motor oil, or varsol. You could spray
them with WD-40 then wrap them in baggies but I think the diesel fuel will
work well. Once they are free you will have to decide whether to clean
them or leave them.

If the finish is a black or grey parkerizing you might want to show them to
a gunsmith to see about restoring the original finish. If you don't care,
leave them alone after a good rubbing down with steel wool and oil.
