Maybe, maybe not. The smoking wire is consistent with something wrong
with the starter. However, there need not be an infinite resistance
between the starter terminal and ground. After all, when voltage is
applied to the terminal, current has to flow to make the starter work.
I haven't stated that well, I guess. My point is that you don't expect
to find an open circuit to ground.
