Bill,
I had similar probs a few years ago, turns out that the hub keys and
axle keyways were badly worn, and the keys had actually been worked into
a "Z" shape against the keyways.
The axles were dusted, but the hubs were actually usable.

I have a major problem with my wheels and hubs. The splines are worn
such
that all 4 wheels clunk with braking. I know the problem is in the hubs
because I wrapped them with aluminum foil as a shim and the clunk went
away (for a little while). I can get new wire wheels but getting new
hubs
is going to be more difficult. Does anyone know of a source for the
splined hubs on a Series II car. Is it possible to have the old ones
recut? I am hoping that I wont have to replace my wires with bolt on
wheels.
