I had a related problem that may or may not fit your scenario. I was
living in Winston Salem, NC at the time but moving to Atlanta within a
week and losing my work space. The Alpine lost the front pulley bolt
and buggered up the crank. I had a spare in my parts bin so I quickly
pulled the engine and changed cranks. But in my haste, I put one of
the rod bearing caps on backwards. The engine wouldn't budge. I knew
better but it was one of those 6th beer hurry and get it done
mistakes. I ended up pulling the car to Atlanta and paying a local
British car shop to fix the problem. He told me what I had done.
Your message said the engine would run after the rebuild so this might
not be the problem, but I thought I'd share it anyway.

We have been trying to restart my friends serV alpine after the engine was
rebuilt, however the starter seems too weak to even get the engine to turn
over we were woundering of there is a posibility that the engine is
obstructed in some way or is it possible that the engine has frozen. it ran
right after reassemble but it has sat for 4 months.
Any suggestions?
thanks
