Your front lamp is not grounded. The marker light is working because it
is getting its ground through the turn signal fillament. The common
denominator between the two bulbs is the ground, if you remove the lamp
from the car and let it hang in mid air by the wires, the marker lamp
will still work by grounding through the other bulb. Try introducing a
ground to the base of the bulb by removing the lens and with a jumper
wire, clip one end to the bumper, the other end touch to the brass base
of the bulb. With the key on and the turn signal on, the turn bulb
should flash.
I hope this helps, loss of ground and corrosion are the two most common
lighting problems I encounter.
