        They have up here in Washington State. Now they put the drive
wheel on these rollers and run it up to 40mph (as I remember), so the
car is tested in gear, with minimal load, and they WILL fail the car for
emmisions at speed, at idle, and for idle speed. We are tested for Max
CO, Max HC, and Minimum CO2. CO2 indicates exhaust leaks if it's out of
range. If our cars fail, we still keep them and drive them home! We
just can't get it registered again once the Tabs expire....but NOBODY
takes or keeps our cars !!
