Find a copy of the Brooklands book about Sunbeams and in the back is a reprint
from an old article from Classic Car or some other magazine that matches your
problem. It seems like you are describing a problem that occurs with later
model Alpines and the way water runoff channels where changed under the scuttle.
 There is a photo of an ALpine that has rust in the same area and mentions it as
occuring with later model Alpines. I don't think it says how to fix it, just to
watch out for it when buying one.

Unfortunately I have one of the 'assigned id' things from the state of
CA (395018080CA, for what it is worth) and no VIN #. In looking through
the paperwork I can find no more information. It is the later 1967
model. What I find peculiar is that it is not on a visible seam. It is
almost exactly equidistant between the fender/sidewall seam and the
vent/heater air intake grill. In looking underneath it appears that
there is a small channel for water from the air/heater intake, but the
remainder should just be sheet metal?
