Poor Head Workmanship

The first time I reset my rocker clearances I got a flashlight and
peered down the rocker arm channels. I was surprised to see no attempt
at machining any edges, and (at the time) shocked to see a 2" stalagmite
of aluminum hanging down into one channel. Since then I've seen a similar
"finger" in an Austin-Healy head. Is this sloppy work, market pressures,
the state of British metallurgy in 1962 or no big deal at all?
