holes in boot floor

minus 5 degrees celcius in the garage last night, and I discover a line of
four neat hole, about 1 inch diameter, along the back of my boot floor. Are
these original, or part of a DPO tow-bar installation ?,(in which case I'll
weld 'em up.)
