you shouldn't need any special tools.
I guess you've removed the rubber cap on the chassis side cover in the boot,
and got the axle & springs dropped, and the rear end well supported.
You can insert the new bushes using a long bolt(&nut) through the bush centre
and through the chassis leg, and some suitable wide washers- one on the
bush end, one on the outside edge of the chassis rail.
Use a ratchet on the nut to draw the bush in. A litle copper-grease on the
bush will help.
It worked for me.

I didn't have to remove the old bush as I was replacing rotten chassis legs,
but you might get lucky with the reverse of the ratchet/bolt/ nut/ washers
trick and a suitable
big socket to act as a spacer & to accept the bush as it is drawn out.

if that fails, try drill / pad-saw / file / brute force to destroy the old
bush.

Only as a last resort should you try to burn it out:
I definitely would NOT recommend it!
