Passenger Foot Panel

Going through the boxes of parts for my SV, I found a curved metal panel
about 16 inches square with two small holes and two brackets spot welded
to the back. It had a piece of masking tape on it labeling it as
"Passenger Foot Panel".

I placed it in the car and it appears to fit and line up to be screwed to
two brackets spot welded to the floor.

My question: What's it's purpose in life? It seems to rest (not
attached) against the firewall and I am anticipating just another rattle.
