There should be some drag on the water pump because there are two sets of seals off the impellor shaft. If it ever gets really loose, it will mean the seals are worn.

The pump should spin smoothely though.

Rattles or noise means the bearings have worn or worse, squealing can mean that the impellor has worked off the shaft and is touching the casting.

Generally a water pump will begin to leak out the little port on the underside of the casting. This will leave coolant inside the inside diameter of the pump pully. This signifies the beginning of the end and lasts a while before the pump really goes south.
