Obviously the problem is that when the car is running, it is turning the
transmission because the clutch isn't fully disengaged.

I had this on a car several years ago. Unfortunately for me it was that the
previous owner apparently rode around with his foot on the clutch pedal.
The thowout bearing had wore right though the clutch fork.

Thinking about the problem as you described it. Unless you have a fluid
leak in your hydraulic system or were really low and have air trapped in
there I'm not sure what else could be wrong.

I guess I would start by verifying the fluid level and bleeding the system
to see if that helped.

Another thought I just had was does the car stall then when you do get it
in gear? Or will it sit there trying to move with the engine running? If it
does then the clutch disc is stuck to the flywheel and you can probably
break it free with a screwdriver through the fork hole in the bellhousing.
