Use non-hardening form-a-gasket (1A?), and glue the strips to the main caps. use plenty of goop, and use extra at the edges of the cork. The main cap depressions are just the right width to accept the cork peices, and hold them there well while drying.
After its set in place and somewhat dry, I use Blue RTV around all the rest of the gasket, with a nice layer of RTV on the outside of the cork strips.
Be generous with the RTV at the interface of the cork pieces to the paper gaskets.
Why not use RTV all around? RTV isnt as tacky as the form-a-gasket is right out of the tube, and doesnt seem to hold the cork to the caps after the cork peices are bent.
