Rust is the closest thing to cancer that I know... What you propose is about the only thing to do. Cut out the bad, weld in the good. The frustrating thing, is that it seems to be able to "jump over" to the next (prevoiusly perfect) panel with ease.

We all HATE it but have to put up with it. Unless, of course, you want to just go out and buy something new instead. NOT ME!
