Hood bows - Series III

I pulled out my hood (soft top, not bonnet) today to begin cleaning it up in
readiness for refitting. The bow which sits highest when the top is up has a
light-coloured vinyl covering on it, with foam padding underneath. Is this
meant to be there, or is it a DPO mod? It looks ugly enough to be DPO.
