I'm looking for the outer bezel for the plug installed in the dash when your car is not equipped with a lighter. It sounds like you are describing the outer bezel for a lighter, no?

The outer bezel is pretty standard. I'd venture a guess that you could
find one on an aftermarket lighter at the local parts store. It's just
a metal sleeve with a tread at one end (where it attaches to the piece
you have) and a lip on the other end which forms the finish ring on the
dash.
