Here in Seattle I have bought it at a marine supply store. Recently a auto
body supply store began to carry it. I think the prep is just to wire brush
the loose junk off. You can sand to smooth if the location demands it but it
is not necessary to make the POR 15 adhere. The "Metal Ready" is a zinc
phosphate etcher to neutralize rust and etch the metal for better adhesion.
In the brochure the POR 15 actually serves as a primer for the final step
which is Engine Enamel. I just came back from the store to ask about this
and was told it is OK for applications up to 500 degrees F.
