flasher switch - what's this for?

I cleaned up my signal-light switch, and was wondering about the use of
a couple parts. On the "top" of the switch there are two cam-like pieces
connected to each other with a spring. They don't appear to do anything
or connect to anything else. Are they part of the shut-off mechanism?
