My 2c: I have fixed many mangled front bumper nuts the following way:

Once you have removed the original nut and the wrap around piece of metal
that held it in place you will find that a piece of 1" square steel stock
slides snugly inside the frame hole. I cut a piece of this at an angle in
the back and flush in the front to fill the hole. next I get a new nut from
the auto parts store and grind off the sides slightly so that it fits
snugly inside the square steel stock. the fina stage is to weld the steel
stock to the frame hole and the nut to the steel stock. The end result is a
professional looking repair that is twice as strong as the original
mounting.
