For series II instrumentation,
With a voltmeter, one side of the gauges meter will read battery voltage,
the other will read some voltage less then battery voltage, but not 0v,
provided the sender is installed and not open.

The supply terminal on the gauges is the twin spade side, where the supplies
on one gauge is daisy chained to the other (Gas/Temp only).
The other singular spade is the sender terminal.

A quick jumper of the sender terminal to ground, will should peg the meter.
Do this quickly, its not a nice thing to leave connected.

It is also imperitive that the gauges case be grounded to the chassis.
If they are not, the instruments will act strange.

For the senders, these are best checked with an ohmeter.
Disconnect the sender terminals from the wiring, and measure resistance
to the chassis.
Andy from Scottland sent me the resistance specs at one time, but I dond
them handy right now.
Off the top of my head, the resistance ranges were in the 50 to 300 ohm
range.

Shorted "less then an ohm" on either sensor is bad, as is open "<1000 ohms".
